And remember – even if your ministry doesn’t participate in the CHP, Open Enrollment is a great time for workers to review their financial benefits and beneficiaries to make sure their families’ needs are covered so they can have peace of mind.
Active workers who are 64 or older need to be aware of special health savings account contribution limits that may apply when Medicare becomes their primary medical coverage. These HSA limits can affect how much workers can save up to six months prior to applying for Medicare. Please share these HSA and Medicare FAQs with workers who are age 64 or older and are contributing to an HSA so they can make informed decisions about saving.
Employer notifications: Member benefit changes during Open Enrollment
If you’re enrolled in the Benefits Administration System, you may have already received email notifications for member benefit changes. These emails alert you to member changes that affect payroll deductions.
These notifications will continue throughout Open Enrollment but will not include your workers’ 2023 Open Enrollment benefit changes.
To view your workers’ Open Enrollment activity, elections and changes, we recommend running one of these reports in the BAS:
Intermediate – Open Enrollment – Activity Report: This report lists whether your workers have acted on their Open Enrollment event. It doesn’t show specific elections, only if an action has been taken.
Intermediate – Open Enrollment – All Elections Report: This report details your workers’ Open Enrollment elections and indicates if there was a change or addition to the benefit options.
Intermediate – Open Enrollment – Change Report: This report lists benefit plans available to your workers and whether they made changes to their plan options during Open Enrollment. The report indicates changes to a different health plan, changing tier options, electing a new benefit the worker didn’t elect last year or declining coverage for a benefit they elected in 2022.

Personal Spending Accounts - Maximum Annual Contribution Limits
As we move into Member Open Enrollment, remember there are maximum annual contribution limits for Health Savings Accounts (HSA), Dependent Care Flexible Savings Accounts (DCFSA) and medical Flexible Savings Accounts (FSA).
For HSAs, there is no minimum amount that must be contributed. However, the IRS does set maximum dollar amounts that can be put into an HSA. This amount is subject to change each year; for 2023 the government-imposed maximum contributions are $3,850 for individuals and $7,750 for families. Anyone over age 55 or who will be 55 before the end of the year may contribute extra money, or "catch-up" contributions. The maximum catch-up contribution is $1,000 for 2023.
For 2023, workers contributing to DCFSA can elect to contribute up to $5,000 per household ($2,500 if married and file separate returns). Workers contributing to a medical FSA in 2023 will have $3,050 maximum limit per account (not per household). Employer contributions to a worker’s medical FSA do not count towards the $3,050 limit, but other restrictions may apply under the Affordable Care Act.
Annual Compensation Reports are necessary to ensure accurate billing and proper benefits for your workers. The ACR Online Tool is available through your Employer Portal under the “Quick Links” tab. Even if you received a paper ACR via mail, we encourage you to use the ACR Online Tool.
Based on ministry feedback and to accommodate ministries that make budget decisions in January, we’ve pushed back the 2023 ACR due date. Please submit your 2023 ACR by Jan. 31, 2023.
